(ភ្នំពេញ)៖ នៅព្រឹកថ្ងៃទី១៣ ខែមិថុនា ឆ្នាំ២០២៥ សម្តេចតេជោ ហ៊ុន សែន ក្នុងនាមប្រធានគណបក្សកាន់អំណាច លើកឡើងថា បើភាគីថៃមិនព្រមបើកច្រកព្រំដែនដែលខ្លួនបិទជាឯកតោភាគី កម្ពុជាត្រូវធ្វើ៦ចំណុច៖
ខាងក្រោមជាខ្លឹមសារទាំងស្រុងរបស់សម្តេចតេជោ ហ៊ុន សែន៖
យប់មុិញខ្ញុំបានចេញសារមួយហើយ ព្រឹកនេះខ្ញុំនិយាយក្នុងនាមប្រធានបក្សកាន់អំណាចទៅកាន់រាជរដ្ឋាភិបាលបន្ថែមទៀត។ ក្នុងករណីភាគីថៃមិនព្រមបើកច្រកព្រំដែនដែលខ្លួនបិទជាឯកតោភាគី កម្ពុជាត្រូវធ្វើ៖
1. ប្រកាសបិទឈប់ទិញទំនិញថៃមកប្រើប្រាស់ក្នុងទីផ្សារកម្ពុជាគឺមានន័យថា ឈប់ប្រើទំនិញថៃ ជំនួសដោយការប្រើទំនិញក្នុងស្រុក និងទំនិញមកពីប្រទេសផ្សេងក្រៅពីថៃ។
2. ត្រៀមទិញទំនិញដែលភាគច្រើនជាកសិផលរបស់ប្រជាជនដែលធ្លាប់លក់ឲ្យថៃ ដោយខិតខំរកទីផ្សាជូនប្រជាជនទាំងក្នុងស្រុក និងក្រៅស្រុក។
3. បង្វែរអ្នកជម្ងឺដែលធ្លាប់ទៅព្យាបាលក្នុងប្រទេសថៃ មករកមន្ទីរពេទ្យក្នុងស្រុក ឬទៅប្រទេសផ្សេងវិញ។
4. ត្រៀមទទួលយក និងដោះស្រាយការងារជូនពលករដែល និងវិលត្រឡប់ពីប្រទេសថៃ។ កម្ពុជាកំពុងខ្វះកម្លាំងពលកម្មទាំងក្នុងវិស័យឧស្សាហកម្ម ទាំងក្នុងវិស័យកសិកម្ម និងសំណង់រាប់សិបមុឺនកន្លែង។ បងប្អូនពលករអាចចាកចេញមកកម្ពុជាមុនថៃបណ្តេញចេញ ដែលពេលនេះកំពុងទទួលការមើលងាយ និងប្រមាថយ៉ាងធ្ងន់ធ្ងរនៅតំបន់មួយចំនួន។
5. កងកម្លាំងប្រដាប់អាវុធគ្រប់ប្រភេទ ត្រូវត្រៀម២៤ម៉ោងលើ២៤ម៉ោង ដើម្បីវាយបកការពារខ្លួនក្នុងករណីមានការឈ្លានពាន។
6. បណ្តាខេត្តនៅជិតព្រំដែនត្រូវត្រៀមជម្លៀសប្រជាជនចេញមកកាន់តំបន់មានសុវត្តិភាព និងដោះស្រាយស្បៀងអាហារថ្នាំពេទ្យ និងសំភារៈចាំបាច់ផ្សេងទៀត។
បើថៃមិនធ្វើការដោះស្រាយច្រកព្រំដែនឲ្យវិលមករកភាពប្រក្រតីវិញ យើងគ្មានជម្រើសក្រៅពីធ្វើការទាំងអស់នេះទេ។
ខ្ញុំសូមអំពាវបងប្អូនជនរួមជាតិ សូមកុំធ្វើអំពើជ្រុលនិយមដូចជាបាតុកម្មប្រឆាំងស្ថានទូតថៃ ក្រុមហ៊ុនថៃ និងជនជាតិថៃនៅកម្ពុជា និងសូមកុំស្អប់ខ្ពើមប្រកាន់ពូជសាសន៍ ចំពោះជនជាតិថៃដែលភាគច្រើនលើសលប់ជាមនុស្សល្អ។ មានតែក្រុមជ្រុលនិយម និងយោធាមួយចំនួនប៉ុណ្ណោះ ដែលបង្ករឿងជាមួយកម្ពុជា ព្រោះជាទម្លាប់រដ្ឋាភិបាលថៃ មិនអាចគ្រប់គ្រងកងទ័ពបានដូចប្រទេសយើងនោះទេ៕
Last night I issued a message, and this morning, I address the Royal Government again in my capacity as leader of the ruling party.
In the event that the Thai side refuses to reopen the border checkpoints which they have unilaterally closed, Cambodia must take the following measures:
1. Announce the suspension of imports of Thai goods into the Cambodian market, which means halting the use of Thai products and replacing them with domestic goods or products from countries other than Thailand.
2. Prepare to purchase goods—mostly agricultural products—that Cambodian citizens used to export to Thailand, by actively seeking markets for them both domestically and internationally.
3. Redirect patients who previously sought medical treatment in Thailand to domestic hospitals or medical institutions in other countries.
4. Prepare to receive and manage employment opportunities for workers who will return from Thailand. Cambodia is currently facing a shortage of labor across tens of thousands of positions in the industrial, agricultural, and construction sectors. Cambodian workers may choose to return voluntarily before being deported by Thailand, where they are currently experiencing severe discrimination and contempt in certain areas.
5. All armed forces must remain on full alert 24 hours a day, ready to respond and defend in the event of aggression.
6. The provinces near the border must be prepared to evacuate residents to safer areas and ensure the supply of food, medicine, and other essential materials.
If Thailand does not resolve the reopening of border checkpoints and return to normalcy, we will have no choice but to implement all these measures.
I appeal to my fellow citizens not to commit extremist acts such as protesting against the Thai embassy, Thai companies, or Thai nationals in Cambodia, and not to harbor racial hatred toward Thai people, most of whom are decent individuals. Only extremist groups and some military factions are behind these issues with Cambodia, because as usual, the Thai government is unable to control its military the way our country can.
