(ភ្នំពេញ)៖ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រីនៃកម្ពុជា នៅព្រឹកថ្ងៃទី២២ ខែមិថុនា ឆ្នាំ២០២៥នេះ តាមរយៈបណ្តាញទំនាក់ទំនងសង្គមផ្លូវការ បញ្ជាក់អំពីការសម្រេចបិទច្រកទ្វារព្រំដែនចំនួន២ ក្នុងខេត្តឧត្តរមានជ័យ គឺច្រកជប់គគីរ និងច្រកទ្វារព្រំដែនជាំ ចាប់ពីថ្ងៃទី២២ ខែមិថុនានេះតទៅ បន្ទាប់ពីកងទ័ពយោធភូមិភាគ២ របស់ថៃ ប្រកាសបិទច្រកសាយតាគូ-ជប់គគីរ ស្ថិតនៅស្រុកបន្ទាយអំពិល ខេត្តឧត្តរមានជ័យ។
សម្តេចនាយករដ្ឋមន្ត្រីបញ្ជាក់ថា កម្ពុជាមិនដែលមានបំណងចង់បង្កការលំបាក ដល់ប្រជាពលរដ្ឋនៃប្រទេសទាំងពីរដែលរស់នៅ ឬធ្វើដំណើរឆ្លងកាត់ច្រកព្រំដែននោះទេ។ ប៉ុន្តែបើកងទ័ពថៃនៅបន្តប្រើវិធីបែបនេះ ដើម្បីដាក់គំនាបមកលើកម្ពុជានោះ គឺកម្ពុជាកំដរបានគ្រប់ពេលវេលា។
សម្តេចបវរធិបតី ហ៊ុន ម៉ាណែត បានបង្ហោះសារមានខ្លឹមសារទាំងស្រុងដូចខាងក្រោម៖
កាលពីយប់មិញនេះ (ថ្ងៃទី២១ មិថុនា) ឯកឧត្តមអភិបាលនៃគណៈអភិបាលខេត្តឧត្តរមានជ័យ បានរាយការណ៍ប្រាប់ខ្ញុំថា យោធភូមិភាគ២ នៃកងទ័ពថៃទើបបានចេញលិខិតជូនដំណឹងថាភាគីថៃនិងបិទច្រកសាយតាគូ-ជប់គគីរ ស្ថិតនៅស្រុកបន្ទាយអំពិល ខេត្តឧត្តរមានជ័យ ចាប់ពីថ្ងៃនេះតទៅ។
ខ្ញុំបានឯកភាពអោយ ឯកឧត្តមអភិបាលនៃគណៈអភិបាលខេត្ត សម្រេចបិទច្រកនេះខាងកម្ពុជាជាអចិន្ត្រៃយ៍វិញដែរ។ បន្ថែមពីលើច្រកជប់គគីរនេះ ខ្ញុំបានបញ្ជាឲ្យឯកឧត្តមអភិបាលខេត្ត បិទច្រកមួយបន្ថែមទៀតតែម្ដង គឺច្រកទ្វារព្រំដែនជាំ ស្ថិតក្នុងស្រុកអន្លង់វែង ខេត្តឧត្តរមានជ័យ ចាប់ពីថ្ងៃនេះតទៅ ហើយអោយជូនដំណឹងទៅភាគីថៃវិញផងដែរ។
ចាប់ពីថ្ងៃទី ៧ មិថុនា ឆ្នាំ ២០២៥ កងទ័ពថៃបានប្រើប្រាស់វិធានការបិទច្រកព្រំដែន និងកែប្រែពេលវេលានៃការបិទ-បើកច្រកព្រំដែនរវាងប្រទេសទាំងពីរជាឯកតោភាគី ដោយមិនបានគិតអំពីផលប៉ះពាល់ដល់ការធ្វើដំណើរឆ្លងកាត់របស់ប្រជាជននៃប្រទេសទាំងពីរឡើយ។
កម្ពុជាមិនដែលមានបំណងចង់បង្កការលំបាកដល់ប្រជាពលរដ្ឋនៃប្រទេសទាំងពីរដែលរស់នៅ ឬធ្វើដំណើរឆ្លងកាត់ច្រកព្រំដែននោះទេ។ ប៉ុន្តែបើកងទ័ពថៃនៅបន្តប្រើវិធីបែបនេះដើម្បីដាក់គំនាបមកលើកម្ពុជានោះ គឺកម្ពុជាកំដរបានគ្រប់ពេលវេលា។
វាជារឿងចម្លែកមួយដែរដែលថ្នាក់ដឹកនាំនយោបាយថៃ រួមទាំងនាយករដ្ឋមន្ត្រីថៃ តែងតែស្នើសុំឲ្យមានការចរចាបើកច្រកព្រំដែនឲ្យមានភាពប្រក្រតីភាពឡើងវិញ។ ប៉ុន្តែពេលជាមួយគ្នា កងទ័ពរបស់ថៃនៅតែបន្តធ្វើការបិទបើកច្រក ឬកែសម្រួលម៉ោងបិទបើកច្រកតាមចិត្តនឹកឃើញជាឯកតោភាគីទៅវិញ។
ខ្ញុំមិនដឹងថាជាវិធីសាស្ត្រ ឬជាយុទ្ធសាស្ត្រនៃការធ្វើការងាររវាងរាជរដ្ឋាភិបាលថៃនិងកងទ័ពថៃ ព្រោះហាក់ដូចជាគ្មានការឯកភាពផ្ទៃក្នុងនិងគោលការណ៍ណាមួយច្បាស់លាស់សោះ។ ម្នាក់សុំចរចារទ្វេភាគីដើម្បីបើកច្រកអោយប្រក្រតីឡើងវិញ រីឯម្នាក់ទៀតបន្តបិទបើកជាឯកតោភាគី។
ចំពោះកម្ពុជា គឺយើងមានការឯកភាពពីថ្នាក់ដឹកនាំប្រទេសរហូតដល់កងទ័ពជួរមុខ។ បើនាយករដ្ឋមន្ត្រីចេញបញ្ជាអ្វីមួយ គ្រប់ស្ថាប័នថ្នាក់ជាតិ និងក្រោមជាតិ រួមទាំងកងទ័ពគឺអនុវត្តបទបញ្ជានោះដោយម៉ឺងម៉ាត់។
ចំពោះការបើកច្រកព្រំដែនរវាងកម្ពុជានិងថៃ ខ្ញុំសូមបញ្ជាក់ជាថ្មីម្ដងទៀតថា កម្ពុជានៅតែប្រកាន់ជំហរដដែលគឺ÷ មិនមានការចាំបាច់ក្នុងការចរចារទ្វេភាគីរឿងបើកច្រកព្រំដែនរវាងប្រទេសទាំងពីរនោះទេ។
បើភាគីថៃពិតជាចង់បើកច្រកឱ្យដូចប្រក្រតីឡើងវិញនោះ គឺអាចធ្វើបានយ៉ាងងាយស្រួលនិងលឿនបំផុត។ កងទ័ពថៃដែលជាអ្នកចាប់ផ្ដើមបិទច្រកជាឯកតភាគី ត្រូវធ្វើការបើកច្រកឡើងវិញជាឯកតោភាគីឱ្យដូចស្ថានភាពមុនថ្ងៃទី៧ មិថុនាឆ្នាំ២០២៥ គឺជាការស្រេច។ កម្ពុជានឹងបើកឡើងវិញដែរយ៉ាងយូរប្រាំម៉ោងក្រោយ។ នេះគឺជាដំណោះស្រាយយ៉ាងសាមញ្ញបំផុត ដោយមិនចាំបាច់ចំណាយពេលចរចារនាំតែខាតពេលវេលា។ ត្រូវការតែជំហរនៃការចង់បាន ដោយពិតប្រាកដមួយរបស់ភាគីថៃតែប៉ុណ្ណោះ។
Late last night, 21st of June, governor of Udor Meanchey province reported to me that Military Region 2 of the Thai army has informed about its UNILATERAL decision to close Choub Korki border checkpoint from today.
I agreed with the governor's response that we will also close that border checkpoint permanently. I also ordered the governor to inform Thai side that Cambodia has also decided to close another checkpoint at Choam, all together with Choub Korki checkpoint from today onwards.
Since 7 June 2025, Thai army has UNILATERALLY implemented closures of border checkpoints between Cambodia and Thailand without much consideration of its negative effects on people of both countries.
It has never been Cambodia's intention to cause difficulty for people in our both countries who need to use border checkpoints. Yet, if Thai army continue to use this method to put pressure on Cambodia, Cambodia can answer accordingly at anytime.
It is strange that, while Thai political leaders, including the prime minister, have repeatedly requested for bilateral negotiation to reopen border checkpoints, Thai army continues to UNILATERALLY close or change times of closing border checkpoints.
I am not sure if this is tactics or strategy of working relationship between Thai government and Thai army, because it seems there is a lack of consensus and clearity on their real objective regarding border closures. One party wants to have a bilateral negotiation to re-open border check points and return to normal, while the other party, namely Thai army, continue to UNILATERALLY close border checkpoints.
For Cambodia, we always have consensus from top leadership of the government to the troops on the ground. When Prime Minister issues an order, agencies at national, subnational and the military execute accordingly.
With regard to the opening of border checkpoints between Cambodia and Thailand, I would like to reiterate Cambodian government's position: there is no need for any bilateral negotiation on reopening of border checkpoints.
If Thai side truly wants our border checkpoints to return to normal operations as before, it can be done easily and quickly. The Thai army, who unilaterally began to close border checkpoints on 7 June 2025, just needs to reopen it unilaterally first to the same as before that day. Cambodia will reopen all checkpoints on our sides the latest 5 hours after that. Such a simple solution can be done easily and quickly without the need to have any bilateral negotiation. All it needs is a true and honest desire to reopen border checkpoints by Thai side.
